The company AQUA PROCON s.r.o., takes part in the development of projects from the studies all the way to the final project evaluation. Important projects executed in the recent period include the following group projects :
Region of Břeclav – reconstruction and construction of water management infrastructure in the Dyje river basin
The company has been involved in the preparation of the project from October 2006 (client’s invitation to tender) through various stages of documentation, drainage master plans and designer’s supervision. The final approvals of the individual sub-projects are planned according to the time schedule to be completed at the end of 2009.
Strategic environmental objectives of this project in the region of Břeclav within the competence of the operating company Vodovody a kanalizace Břeclav, a.s. are the following:
- Provision of the quality and volume of wastewater collected from the polluters and treatment at wastewater treatment plants so that the values set out by the relevant regulations of the Czech Republic and Council Directive No. 91/271/EEC concerning urban waste-water treatment are met and so that the sludge disposal at the WWTP complies with the Council Directive No. 86/278/EEC on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture in the target year in accordance with the project timeline.
- Provision of the quality and volume of drinking water for the inhabitants so that the values set out by the relevant regulations of the Czech Republic and Council Directive No. 80/788/EEC Drinking water and Council Directive No. 98/83/EEC relating to the quality of water intended for human consumption are met in accordance with the project timeline.

The project evaluation criteria must include the construction and reconstruction of sewers, wastewater delivery pipes and branch pipes for house drains in a total length of 54.7 km, extension of 8 and construction of one wastewater treatment plant, construction of approx. 13.3 km of water mains and reconstruction of a water treatment plant with a future capacity of 140 l/s.
At the turn of 2009, i.e. 8 months before the completion of the project, a total of 60 % (approx. 1.3 billion CZK) was invested out of the total investment. To ensure a successful handover of the project to the investor and operator, it is necessary to provide the following for the final approval besides other documents: The as-built documentation showing all changes

The drawing up of these documents is governed by relevant regulations and the engineering companies handle problems on every site such as the pressure exercised by construction companies to reduce the time for completion, incompleteness of documents (including the as-built design made by an authorised surveyor, operating manuals for the tools and equipment, material attestations, electric equipment inspections ……and others).
When preparing the time schedules of work, the construction companies always build on the assumption that the building work will continue until the end of the project. However, at the same time it considers that the final approval will take place immediately at the end of the building work. This assumption is quite misleading. The actual course of the final approval has its time-limits and the aforementioned documents must be submitted to the approving authorities including documents requested as fair copies. The collation of the documentation takes a minimum of 2 months (in case of group systems it takes longer). What is necessary for the due preparation of the fair copies of the documentation is the setting out of the as-built condition of the completed project - the surveyor needs approx. 1 month for his work.
Recommendations obtained on the basis of the preparation of these types of large-scale projects: Documents submitted for the final approval are also used for the project evaluation, they serve as underlying documents for the final report and are used by the investor for operating the works. Therefore, it is necessary to pay great attention to these documents, dedicate time to their execution and consider the fact that quality work is worth money.
